POSITION SUMMARY

ICAP at Columbia University, a global health leader, situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve as Policy and Planning Advisor in Sierra Leone. The incumbent will provide technical assistance to the Directorate of Policy, Planning, and Information (DPPI) to enhance the coordination efforts of the directorate and build staff capacity to better fulfill the directorate’s policy, planning, monitoring and evaluation mission. He/She will be based at DPPI and will report to the Director, DPPI and work closely with the ICT Manager, HMIS Manager and M&E Specialist and Planning Coordinator.

Requirements

MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

  • Master’s degree in public health/public health management, Policy Planning and development or related fields with focus on Health System Strengthening
  • A PhD will be of added advantage
  • Minimum of ten to fifteen years’ experience in managing strategic program activities, leading policy development, capacity building and more
  • Experience in information systems, monitoring and evaluation and reviewing strategic documents
  • Excellent communication, problem solving and analytical skills
  • Experience in implementing Health System Strengthening activities, working closely with the Ministry of Health, INGOs and their partners
  • Experience in international donor funding mechanism including U.S government, Global Fund, GAVI
  • Experience in grant management procedures/ processes with excellent skills in Microsoft package

About the Role

MAJOR ACCOUNTABILITIES

  • Consult with DPPI and MoHS Senior Management on their needs and develop a capacity development plan to address identified needs.
  • Provide technical assistance to DPPI on the implementation and monitoring of existing MoHS policies and strategies and coordinating with various programmes to collate status update on these policies and plans including the National Health Sector Strategic Plan, National Health and Sanitation Policy, Healthcare Financing Strategy, etc.
  • Update/develop tools for decentralized programme and financial planning and provide technical assistance in rolling out these tools at national, district and facility levels.
  • Develop training plan and build capacity of DPPI and other MoHS programme staff at national and district levels on healthcare policy, planning, and review and improve/update existing plans using both epidemiological and HMIS data
  • Support DPPI in formulating health and sanitation policy recommendations based on latest epidemiological and HMIS data.
  • Provide technical assistance and oversight to DPPI’s grant proposal documents and develop tools to help DPPI monitor, and report donor funded programmes
  • Collect and analyze data on components of health systems strengthening
  • Provide technical assistance and inputs for MoHS administration, including preparation of Terms of Reference, Policy Briefs, technical reports, presentations, publications, and other briefing material for DPPI senior staff.
  • Support DPPI in responding to internal and external programme planning and policy information requests.
