We began our work in Sierra Leone in 1966 in Bombali District.



  • Proven skills in monitoring and evaluation planning
  • Project writing skills; should be able to write project proposal
  • Extremely flexible and has the ability to cope with stressful situations

  • Bachelor Degree in Social Science in Economics or related discipline
  • Minimum of 4 years of monitoring and evaluation work, knowledge in project writing and implementation with provision of technical assistance and/or multi-sectoral programs preferred;
  • Demonstrated experience working with other NGO’s or government MDA’s is an added advantaged.

About the Role


  • The position we are recruiting for is that of Program Monitoring and Evaluation Officer.
  • To ensure that the highest standards of conduct are followed and maintained in project implementation.

Program Monitoring and Evaluation Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. Assist in the development of projects, designing and implementing the M&E activities of all Projects.


REPORTING TO: Head of Programs



  • Responsible for overall GLRA -MRC projects, monitoring, evaluation and learning process (MEAL)
  • Coordinate the monitoring & evaluation of the project as per Monitoring & Evaluation (M & E) framework by developing appropriate tools and instruments.
  • Facilitate M & E capacity building activities, including building technical capacity of team.
  • Facilitate consultation and collaboration with donors and other stakeholders over monitoring & evaluation, data and information.
  • Prepare relevant technical briefing papers and status updates for the project management team.
  • Contribute to country management through timely processing and dissemination of MIS reports, M & E findings and best practices to facilitate evidence-based planning, learning and decision-making.
  • Undertake Annual Program Review (APR) to capture the achievement at the outcome and output levels and disseminate the APR reports to all stakeholders.
  • Ensure the program quality monitoring against the benchmark indicators set in the M&E framework and prepare monitoring report.
  • Develop data collection tools to monitor achievement of outputs, outcomes, and objectives, as well as key assumptions outlined in the project log frame, in consultation with key project staff and subject matter experts as appropriate.
  • Establish internal excel database to support efficient, accurate data management, reporting and data analysis
  • Alert HOP to any necessary target amendments or changes to M&E plan or tools in a timely manner
  • Ensures the authentication of quantity and quality of program achievements coordinating relevant personnel disseminates feedback reports to program staff.
  • Develop monitoring and impact indicator for the project success
  • Monitor all project activities, the sustainability of the project’s result
  • Support program team in the development of project proposals as and when necessary.
  • Perform other duties as required.


  • Compile and disseminate concise summaries of training, webinar, and certificate course evaluation results.
  • Develop annual evaluation report and present findings.
  • Draft high-quality, accurate semi-annual reports in cooperation with Director.
  • Provide input into monthly activity updates for ORR
  • Develop/provide input into updates for other stakeholders as requested by the Director.
